The Registration Authority of ADGM, Abu Dhabi’s international financial center, recently published the new Employment Regulations 2024 which reflect global changes in workplace practices. The new regulations provide greater clarity to employers and employees with respect to their rights and obligations and promote and foster best employment practices in ADGM.

Regulations to become effective on April 1, 2025
Repealing the existing Employment Regulations 2019, the new employment regulations will become effective on April 1, 2025, granting employers sufficient time to align their internal policies, employment contracts and other employment-related matters with the requirements provided under the new regulations.
Some of the key amendments ADGM made in the new employment regulations include amending the definition of ‘employee’ to enable employers to hire remote employees and allow for more flexible working arrangements.
The new regulations also clarify ambiguities related to employee entitlements, including part-time employees, and certain requirements regarding obtaining and canceling an employee’s work permit and visa. In addition, ADGM expanded obligations and responsibilities related to discrimination and victimization in the workplace.

Stronger regulatory frameworks to support growth

ADGM’s new employment regulations include 13 parts, covering amendments to the process of hiring employees including part-time and remote employees. The regulations also cover the protection of wages, working time and leave, parental rights, termination of employees and the employer’s obligations among others.
