The UAE’s Ministry of Energy and Infrastructure and Uruguay’s Ministry of Industry, Energy and Mining have recently signed a Memorandum of Cooperation on the sidelines of Abu Dhabi Sustainability Week (ADSW) 2025.

Nawal Al Hanaee, director of the future energy department at MoEI, and Christian Nieves Lauz, national energy director of the Ministry of Industry, Energy and Mining of Uruguay, signed the memorandum, which stipulates that both parties share knowledge and expertise, hold high-level discussion meetings and organize workshops in energy-related fields.

Shaping the clean energy transition

Al Hanaee emphasized that such partnerships contribute to shaping the transition towards clean and renewable energy. Additionally, it will help open wide horizons for growth and development within the efforts of both countries to diversify their energy mix and rely on clean energy.

She added that this agreement reflects the two countries’ shared commitment to developing strategic partnerships for their benefit as it establishes a framework for collaboration to support key sectors, such as clean energy and climate action.

Bilateral cooperation expands

The partnership between the UAE and Uruguay extends beyond the clean energy sector. Last year, representatives from both countries held a meeting where they discussed the development of bilateral cooperation and ways to enhance them across political, economic and trade sectors. Both sides expressed their mutual commitment to fostering sustainable development, particularly in the field of renewable energy.

In 2022, Dubai Chambers and the Chamber of Commerce and Services of Uruguay signed a memorandum of understanding to encourage, promote and facilitate effective cooperation in the areas of trade, industry and services.

Trade between the two countries has also continued to grow. According to data from the Observatory of Economic Complexity, the UAE exported goods worth $51.3 million to Uruguay in 2022. Meanwhile, Uruguay exported $36.7 million to the UAE. In the 5 years to 2022, the exports of Uruguay to the UAE have increased at an annualized rate of 20.4 percent, from $14.5 million in 2017 to $36.7 million in 2022.

Notably, Dubai’s non-oil trade with Uruguay reached $14.6 million in 2020, which represents the largest share of the UAE’s trade with the Latin American country. Uruguay’s exports to Dubai, dominated by agricultural commodities and food products, amounted to $6 million during the same year.
