Bahrain, Oman sign 25 cooperation agreements to strengthen bilateral relations

Bahrain and Oman signed 25 cooperation agreements, strengthening bilateral relations across multiple sectors. During His Majesty King Hamad bin Isa Al Khalifa’s recent state visit to Oman, initiated by an invitation from Sultan Haitham bin Tariq, significant milestones were achieved at Al Bustan Palace with the official signing of several memoranda of understanding (MoUs) and executive programs. These agreements aim to enhance bilateral cooperation across various sectors.

Double taxation agreement

The Double Taxation Agreement seeks to strengthen the economic ties between the two nations by enhancing collaboration on tax-related matters. This agreement was signed on behalf of Bahrain by Shaikh Salman bin Khalifa Al Khalifa, minister of Finance and National Economy, while Nasser Al Jashmi, chairman of the Tax Authority, represented Oman.

MoU on meteorology and its significance

The Memorandum of Understanding (MoU) on Meteorology establishes a cooperative framework aimed at improving partnership and communication in meteorological endeavors. Dr. Abdullatif bin Rashid Al Zayani, minister of Foreign Affairs for Bahrain, signed this agreement alongside Badr bin Hamad Al Busaidi, minister of Foreign Affairs for Oman.

Health cooperation through MoU

Another crucial agreement is the MoU on Health Cooperation, which focuses on advancing and developing cooperation in the health sector. This was also signed by Dr. Abdullatif bin Rashid Al Zayani and Badr bin Hamad Al Busaidi.

Stock market collaboration agreement

The MoU on the Stock Market aims to enhance collaboration regarding the exchange of expertise, training, and advisory services between the two nations. This agreement was inked by Abdulla bin Adel Fakhro, Bahrain’s minister of Industry and Commerce, and Qais bin Mohammed Al Yousef, minister of Commerce, Industry, and Investment Promotion for Oman.

Scientific and educational cooperation MoU

Furthermore, the MoU on Scientific and Educational Cooperation aims to advance collaboration in scientific and educational fields, signed again by Dr. Abdullatif bin Rashid Al Zayani and Badr bin Hamad Al Busaidi.

Media cooperation agreement 

In the realm of media, the MoU on Media Cooperation is designed to promote stronger ties in media relations, further solidifying the partnership between the two countries. Dr. Abdullatif bin Rashid Al Zayani and Badr bin Hamad Al Busaidi signed this agreement.

Endowments sector collaboration

The MoU on Endowments aims to deepen cooperation in the endowments sector, signed by the same Bahraini and Omani officials.

Zakat cooperation agreement

Another important agreement is the MoU on Zakat, which seeks to enhance collaboration in this domain, also signed by Dr. Abdullatif bin Rashid Al Zayani and Badr bin Hamad Al Busaidi.

Mutual investment opportunities MoU

The MoU on Mutual Investment Opportunities is focused on promoting investment potential between both countries. Shaikh Salman bin Khalifa Al Khalifa and His Excellency Qais bin Mohammed Al Yousef signed this agreement.

Industrial empowerment and national content development

The MoU on Industrial Empowerment and National Content Development aims to strengthen industrial relations through public-private partnerships and national content development, signed by Abdulla bin Adel Fakhro and Qais bin Mohammed Al Yousef.

Food security initiatives agreement

The MoU on Food Security is designed to enhance collaboration on food security initiatives and knowledge exchange, signed by Shaikh Salman bin Khalifa Al Khalifa and Sultan Al Habsi, chairman of the Board of Directors of the Oman Investment Authority.

Investment sector cooperation through MoU

In terms of investment, the MoU on Investment aims to promote cooperation and exchange knowledge in investment sectors, signed by the same Bahraini and Omani officials.

Organizing exhibitions and conferences agreement

Moreover, the MoU on Organizing Exhibitions and Conferences seeks to establish a framework for organizing events that highlight national products, signed by Dr. Abdullatif bin Rashid Al Zayani and Qais bin Mohammed Al Yousef.

Inspection, standards, and gold hallmarking MoU

Another key agreement, the MoU on Inspection, Standards, and Gold Hallmarking, focuses on improving inspection and standardization processes, ensuring product accuracy, and enhancing gold hallmarking to meet international standards. This was further signed by Abdulla bin Adel Fakhro and Qais bin Mohammed Al Yousef.

Agricultural production and food security collaboration

Additionally, in agriculture, the MoU on Agricultural Production, Development, and Food Security aims to boost cooperation in agricultural development and research, signed by Dr. Abdullatif bin Rashid Al Zayani and Badr bin Hamad Al Busaidi.

Intellectual property cooperation through MoU

The MoU on Fast-Track Patents and Intellectual Property aims to create a framework for cooperation in intellectual property matters between both countries, signed by Abdulla bin Adel Fakhro and Qais bin Mohammed Al Yousef.

Social insurance and protection agreement

Furthermore, the MoU on Social Insurance and Protection aims to enhance collaboration in social insurance fields, signed by Dr. Abdullatif bin Rashid Al Zayani and Salem Al Aufi, Minister of Energy and Minerals for Oman.

Labor and human resources development MoU

Also, another critical agreement is the MoU on Labor and Human Resources Development, which seeks to regulate cooperation in labor development, signed by Dr. Abdullatif bin Rashid Al Zayani and Badr bin Hamad Al Busaidi.

Public administration cooperation agreement

In addition, the MoU on Public Administration aims to promote joint efforts to implement initiatives benefiting target groups, signed by Dr. Abdullatif bin Rashid Al Zayani and Badr bin Hamad Al Busaidi.

Combating human trafficking capabilities agreement

Furthermore, the MoU on Building and Enhancing Capabilities to Combat Human Trafficking focuses on enhancing capabilities and sharing best practices in this area. This agreement was signed by Dr. Abdullatif bin Rashid Al Zayani and Badr bin Hamad Al Busaidi.

Economic and industrial zones development MoU

The MoU on Establishing, Developing, and Managing Economic and Industrial Zones aims to strengthen cooperation in this sector, signed by Abdulla bin Adel Fakhro and Qais bin Mohammed Al Yousef.

Executive programs enhancing Bahrain Oman cooperation

Moreover, several executive programs were also signed, including the Executive Program on Educational Institution Evaluation, aiming to improve cooperation in training auditing teams for educational institutions, signed by Dr. Abdullatif bin Rashid Al Zayani and Badr bin Hamad Al Busaidi.

The Executive Program for Municipal Work (2025 – 2026) aims to facilitate the exchange of information and practices in municipal work, signed by the same Bahraini and Omani officials.

The Executive Program on Museum Cooperation further aims to enhance cooperative efforts in museum activities, signed by Dr. Abdullatif bin Rashid Al Zayani and Badr bin Hamad Al Busaidi.

Also, the Executive Program on Electricity and Renewable Energy Cooperation (2025 – 2030) seeks to drive collaboration between Bahrain’s Ministry of Electricity and Water Affairs and Oman’s Ministry of Energy and Minerals in the energy sector, signed by Dr. Abdullatif bin Rashid Al Zayani and Salem Al Aufi.
