Dubai’s Emirates Central Cooling Systems Corporation (Empower), the world’s largest district cooling services provider, has recently announced that it awarded a contract for the design of its second district cooling plant in Jumeirah Village. The company also announced that the construction of the new plant is scheduled to begin in the first quarter of 2025.
“Jumeirah Village is witnessing a surge in investor interest in developing multi-use buildings. The awarding of this new contract aligns with our strategic plans to address the growing demand for sustainable district cooling services,” stated Ahmad Bin Shafar, CEO of Empower.
Project to establish six next-generation plants
The Jumeirah Village project is one of Empower’s largest district cooling projects. The company plans to establish six next-generation plants to serve the growing community with a total cooling capacity of 256,000 tons. The project encompasses two distinct areas:
- Jumeirah Village Circle (JVC) covers 560 hectares
- Jumeirah Village Triangle (JVT) spans 242 hectares
The upcoming plant will feature cutting-edge cooling technologies that seek to optimize energy efficiency and minimize water consumption. With a production capacity of 37,000 refrigeration tons (RT), it will also cater to a diverse range of properties.
In addition, the new plant will join the area’s existing world’s first unmanned district cooling plant. Empower’s first Jumeirah Village plant currently supplies cooling to approximately 114 buildings with a production capacity of 49,000 RT.

Plant to meet area’s rising demand
Jumeirah Village has become a popular choice for a diverse population seeking to live in the heart of new Dubai. Its proximity to green spaces and a wide range of amenities make it an ideal location for individuals and families of all sizes.
With Jumeirah Village’s rise as a popular residential choice, Empower seeks to meet the demand for its services by steadily implementing its expansion plans. This ensures its leadership in the district cooling industry. Moreover, it allows the company to deliver high-quality, environmentally friendly services to its clients.
Bin Shafar said that the new plant’s design complements its existing facilities. It also adheres to the highest global standards and green building specifications. In addition, he noted that the plant will also integrate seamlessly with Dubai’s modern urban and architectural identity.
“This aligns with the UAE’s efforts to transition towards a sustainable green economy, fulfill its national pledges and commitments to confront climate change, and support the ‘Smart Dubai’ initiative, which aims to make Dubai the smartest and happiest city in the world,” Bin Shafar added.
