Oman, Algeria to establish $300 million joint investment fund

His Majesty Sultan of Oman Haitham bin Tarik and Algeria’s President Abdelmadjid Tebboune recently witnessed the signing of a preliminary agreement, four memoranda of understanding (MoUs), two cooperation MoUs and four executive programs. The agreements were signed during His Majesty Sultan Haitham bin Tarik’s visit to Algeria.

These agreements include the establishment of a joint Oman-Algeria Investment Fund. The Oman Investment Authority (OIA) and Algeria’s Ministry of Finance signed a cooperation MoU to establish a joint investment fund worth OMR115.4 million ($300 million), equally shared between the two countries.

The fund will focus on key sectors such as food security, pharmaceuticals, minerals and mining, with the aim of fostering mutual economic benefits. The two countries also agreed to partner in scientific, technical, educational, agricultural, investment, pharmaceutical, judicial and legal fields.

Mining cooperation expanded

In the mining sector, Minerals Development Oman, a subsidiary of OIA, and Algeria’s National Company for Mineral Exploration and Production signed an MoU to expand bilateral cooperation in mining and related industries. The agreement facilitates knowledge transfer, economic diversification and job creation while adhering to environmental and social sustainability standards.

In the energy sector, Abraj Energy Services and Algeria’s state-owned Sonatrach signed key terms for a joint venture based on a previously agreed MoU. The two sides also finalized two agreements earlier in 2025 to develop vocational training programs in oil and gas and establish a framework for technical and managerial skill development.

A memorandum of understanding was also signed in the pharmaceutical industry between Oman’s Ministry of Health and Algeria’s Ministry of Industry and Pharmaceutical Production, aimed at fostering cooperation in drug manufacturing under the applicable laws of both nations to serve the joint interests. This includes collaboration in pharmacovigilance, scientific research exchange, expertise sharing in drug evaluation and promoting investment in pharmaceutical manufacturing.

Judicial cooperation in focus

Additionally, the two countries signed a cooperation agreement to strengthen collaboration in the judicial and legal fields. The Ministry of Justice and Legal Affairs and Algeria’s Ministry of Justice will exchange experiences, expertise and training programs, as well as share best practices in studying the drafting of international conventions.

Also in the judicial field, Oman’s Supreme Judiciary Council and Algeria’s Ministry of Justice signed a memorandum of understanding (MoU) to boost judicial cooperation, including the exchange of court rulings, joint training programs for judges and staff, expert visits, collaborative research in legal studies and conducting specialized workshops and seminars.

Oman and Algeria expand Agricultural cooperation

Agricultural cooperation was a key focus with the signing of an MoU between Oman’s Ministry of Agriculture, Fisheries, and Water Resources and Algeria’s Ministry of Agriculture Rural Development and Fisheries. The agreement focuses on desert farming, modern agricultural technologies, biotechnology for crop resilience and food safety standards.

An executive program was also activated to implement an existing MoU on plant protection and animal health, enabling the exchange of regulations, technical expertise and training in phytosanitary measures, seed production and quarantine procedures.

In fisheries, Oman Marine Science and Fisheries Center and Algeria’s National Center for Research and Development of Fisheries and Aquaculture signed an executive program to enhance scientific and technical cooperation in marine research, aquaculture and smart fishing technologies.

The two countries also signed an executive program in education, stemming from a 2006 bilateral agreement, to facilitate academic exchanges, joint research and scholarships between higher education institutions in both countries.

Moreover, the Ministry of Labor and Algeria’s Ministry of Labour, Employment, and Social Security signed an executive program to enhance cooperation in labor inspection, including the exchange of best practices, dispute resolution mechanisms and joint training initiatives.

Oman-Algeria trade grows 48 percent in 2024

Oman and Algeria continue to work on enhancing economic and trade ties, which have spanned over half a century and continue to witness remarkable growth across political, economic, and cultural spheres. In particular, trade relations between the two have seen significant growth in recent years.

Preliminary data from the National Center for Statistics and Information indicates that the trade volume between Oman and Algeria rose by nearly 48 percent in 2024, reaching OMR62.988 million compared to OMR41.417 million in 2023. The data also revealed that Oman’s total exports to Algeria in 2024 amounted to approximately OMR62.3 million, while imports from Algeria reached around OMR707,900.

The number of registered companies with Algerian contributions reached 423 by the end of 2023, up from 251 in 2022—a growth rate of 68.5 percent. In addition, the total number of Algerian visitors to Oman through all ports reached 5,222, compared to 4,856 in the previous year—a 7.5 percent increase.
