Oman is set to establish the Oman Net Zero Center, an initiative aimed at helping the Sultanate achieve its goal of reaching zero neutrality by 2050. His Excellency Eng. Salim Nasser Al Aufi, Oman’s Minister of Energy and Minerals, announced Ministerial Decision No. (35-2024) to initiate this important project. According to a statement, the center will concentrate on formulating updated strategies, overseeing the implementation of zero neutrality projects—including energy efficiency initiatives—and providing technical support to both government and private sectors.

In this regard, His Excellency Eng. Salim emphasized, “The decision to establish the Oman Net Zero Center comes in implementation of the royal directives of His Majesty Sultan Haitham bin Tariq Al Said -may God protect him- to establish the center to take over the task of supervising and following up on zero neutrality plans and programs, which will actively contribute to the use of energy efficiency and support relevant entities to reach zero neutrality by 2050.”

The center will play an essential role in accelerating the implementation of net-zero initiatives and aiding all sectors in fulfilling their goals as outlined in the National Net-Zero Strategy. This will be achieved through collaboration with both governmental and private organizations. Furthermore, the center will act as a crucial instrument in realizing Oman’s vision for net-zero emissions by 2050, aligning with national ambitions and solidifying Oman’s status as a frontrunner in its commitment to international accords.

Strategic participation and public awareness

The center will actively participate in defining and refining Oman’s net-zero strategy, working alongside relevant authorities to ensure coherence with national goals. It will oversee the monitoring and execution of net-zero projects, lead public awareness campaigns, and enhance national capacities in this vital area. Additionally, the center will be tasked with developing and updating the national plan for improving energy consumption efficiency, monitoring its implementation across different sectors, evaluating energy consumption levels in approved projects, and suggesting necessary enhancements in coordination with relevant authorities.

Technical support and innovation

Part of its mandate includes offering technical support and guidance to various entities aimed at reducing carbon emissions and improving energy efficiency. The center will also prioritize the adoption and transfer of the latest international practices and technologies to the Sultanate while fostering scientific research, innovation, and the development of national capabilities.

Certification and compliance management

Moreover, the center will handle requests for certifications related to carbon, hydrogen, and low-carbon products. This encompasses reviewing and auditing applications, culminating in the issuance of certificates in coordination with the Ministry of Finance and the Environment Authority. The center will also manage the registration and approval of requests for carbon certificate trading at a domestic level, ensuring compliance with international carbon credit frameworks.

Comprehensive inventory and community engagement

In addition, the center will maintain and routinely update a comprehensive inventory of carbon emissions from various sources, utilizing a dedicated platform for easy access by relevant authorities. It will actively promote public awareness and community involvement to rally support from individuals and institutions in the pursuit of net-zero objectives.
