The Civil Service and Government Development Bureau (CGB) has announced that Qatar’s Council of Ministers has approved a flexible work and remote work system for government agencies, set to take effect on September 9, 2024.

This initiative aims to help employees balance their work and family responsibilities, particularly supporting vulnerable groups such as working mothers and individuals with disabilities. The new system allows for flexible working hours, as long as employees fulfill the required official hours and meet the operational needs of their agencies.

This development aligns with the human and social development goals outlined in Qatar National Vision 2030 and marks a significant step forward in achieving the third national development strategy for 2024-2030.

Key features

Key features of the “flexible work and remote work” system for government employees, effective from September 29, 2024, include:

  • A daily work schedule of 7 hours, from 7 AM to 2 PM. Employees may arrive between 6:30 AM and 8:30 AM without disrupting work requirements, provided they complete their official hours.
  • Employees with disabilities or medical conditions are entitled to a reduction in working hours. Additionally, employed mothers can receive two hours for nursing, allowing them to start work later in proportion to their reduced hours, while still completing the official working hours.
  • Moreover, agency heads may permit up to 30 percent of employees in each administrative unit to work remotely for a maximum of one week each year, based on recommendations from the unit director.
  • Qatari mothers with children under the age of 12 will be allowed to work remotely for one month each year.

However, this system will not apply to employees working in shift-based roles or to others whose job conditions are incompatible with the new framework.
