Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, Crown Prince of Dubai and Chairman of the Executive Council of Dubai, has officially launched the Dubai Reef project, a landmark endeavor aimed at promoting ecological sustainability. As part of the project’s pilot phase, Sheikh Hamdan inaugurated the deployment of the first reef modules.
The Dubai Reef, a project led by Dubai Can, is an ambitious and noteworthy endeavor focused on sustainability. It aims to create the largest marine reef development effort globally, covering 600 square kilometers in Dubai’s waters. Over the course of four years, the project intends to deploy 20,000 purpose-built reef modules of different sizes, with a combined volume surpassing 400,000 cubic meters. Also, the meticulous design of these reef units underscores the project’s commitment to its ecological objectives.

Aligned with the directives of Sheikh Hamdan and the Executive Council of Dubai, the Dubai Reef project is a city-wide collaboration involving key partners who are dedicated to supporting Dubai’s broader strategic goals and ambitions. This includes initiatives such as the Dubai Economic Agenda (D33), the UAE’s Green Agenda – 2030, and the UAE Net Zero 2050 strategy.
Sheikh Hamdan said: “The landmark Dubai Reef initiative is a testament to the vision of His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President, Prime Minister and Ruler of Dubai. Reef ecosystems are unique life sources and vital components in the protection of marine life. Additionally, Dubai Can’s Dubai Reef project will inject vitality into our coastal waters and contribute to global conservation efforts. The project’s significant long-term environmental and socio-economic impacts will serve Dubai’s commitment to ensuring a sustainable future for generations to come.”
Collaboration between DET and DECCA
The Dubai Reef pilot project was initially led by Ahmed Mohammed bin Thani and the contractors HaejooX in 2021. The recent activation of the first modules represents a significant milestone in the project’s advancement. Moreover, the Dubai Department of Economy and Tourism (DET) and the newly established Dubai Environment and Climate Change Authority (DECCA) will collaborate closely to ensure the project’s successful execution. Bin Thani, as director general of DECCA, will play a crucial role in supporting the Dubai Reef project and reinforcing the emirate’s dedication to environmental preservation and climate action. Additionally, several strategic partners, including DP World, Dubai Chambers, Nakheel, the Ports, Customs and Free Zone Corporation, and Emirates, have joined DET in their joint efforts for the Dubai Reef project.
Promoting biodiversity, preserving coastal and marine habitats
The Dubai Reef initiative is a strategic investment that aims to leave a lasting impact on marine life and environmental sustainability. It further encompasses several key objectives, including the promotion of biodiversity, the preservation of Dubai’s coastal and marine habitats, the support of fish populations, and the enhancement of ecosystem resilience. Furthermore, the project will foster environmental stewardship, contribute to socio-economic prosperity, boost ecotourism, and preserve Dubai’s marine heritage.
Moreover, renowned investor Ray Dalio, known for his involvement in philanthropic initiatives and passion for ocean exploration and conservation, has expressed his support for the project.
