His Highness Sheikh Maktoum bin Mohammed bin Rashid Al Maktoum, First Deputy Ruler of Dubai, Deputy Prime Minister and Minister of Finance of the UAE, and Chairman of the Dubai Judicial Council, has ratified the 2025-2029 strategic plan for the Dubai Courts. This plan envisions intensified efforts to promote innovation within Dubai’s judicial framework, further boosting its global reputation.
H.H. Sheikh Maktoum remarked that the new strategic plan for Dubai Courts embodies the vision of His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai, aiming to position Dubai as a premier model for advanced and efficient justice. This initiative serves as yet another compelling reason to enhance the emirate’s allure as the world’s best place to live. H.H. highlighted that the plan is dedicated to cultivating an innovative judicial system that adapts to global changes and future demands, effectively serving litigants and ensuring swift justice along with the rule of law.
Furthermore, His Highness Sheikh Maktoum praised the teams at Dubai Courts for their efforts in developing the plan, underscoring the necessity of continuous enhancements and superior service quality through the adoption of cutting-edge technologies and AI. The new strategic plan of the Dubai Courts is anchored in a vision of judicial leadership and justice for a global city, with a mission to guarantee swift justice through an integrated judicial system and innovative services. This mission aspires to elevate global confidence in Dubai by reinforcing the principles of justice, judicial independence, integrity, flexibility, and integration. It aims to ensure a transparent and equitable legal ecosystem that promotes progress and prosperity.
At its foundation, the Dubai Courts’ strategic plan is committed to upholding the rule of law and driving trust in the judiciary as essential pillars for delivering effective justice and societal stability. The plan is executed through three strategic impact indicators, 27 strategic performance indicators, and 42 initiatives and projects.
Key objectives
The strategic plan revolves around four main objectives: pioneering judicial performance, integrated judicial services, future-ready institutional capabilities, and an advanced digital judicial system.
Pioneering judicial performance entails optimizing case preparation, enhancing adjudication efficiency, improving enforcement procedures, and ensuring adaptable legal frameworks. Integrated judicial services focus on enriching customer experience, promoting alternative dispute resolution, and establishing robust partnerships.
Future-ready institutional capabilities emphasize attracting and developing specialized judicial and administrative talent, promoting innovation, and ensuring sustainable governance. Lastly, the advanced digital judicial system utilizes AI and emerging technologies to maximize data utilization and boost judicial efficiency.

His Excellency Prof. Saif Ghanem Al Suwaidi, Director-General of Dubai Courts, stated: “The world is changing rapidly and facing unprecedented challenges on multiple fronts.
