The UAE Prime Minister’s Office, part of the Ministry of Cabinet Affairs, has formalized agreements through memoranda of understanding (MoU) with the UAE Independent Climate Change Accelerators (UICCA) and TRENDS Research and Advisory. These collaborations aim to boost the UAE Government’s strategic intelligence capabilities and support the ambitions of the “We the UAE 2031” vision.
These signings occurred during the Annual Meeting of the Global Future Councils 2024 (AMGFC24) in Dubai, which brought together 500 officials, experts, and academics from 80 different countries.
Strategic intelligence platform
The MoU facilitates the partners’ access to the newly launched “We the UAE 2031 Strategic Intelligence” platform, introduced during AMGFC24. This platform is an innovative model for developing governmental strategies and policies, leveraging AI and a comprehensive reservoir of global knowledge and insights from over 2,500 international experts and more than 450 data sources.
Focus on sustainability
The agreement with UICCA specifically addresses the environmental and sustainability dimensions of We the UAE 2031. It aims to promote the sharing of best practices, empower local talent, and encourage participation in international sustainable development efforts. This partnership also aligns with the UAE’s Net Zero by 2050 Strategic Initiative. The MoU was signed by Sheikha Shamma bint Sultan bin Khalifa Al Nahyan, president and CEO of UICCA, and Huda Al Hashimi, deputy minister of Cabinet Affairs for Strategic Affairs.
Commitment to climate goals
Sheikha Shamma emphasized the vital role of UICCA in fulfilling the nation’s strategic sustainability and climate objectives. She expressed the aspiration to cultivate innovative climate solutions and advance the UAE’s net zero goal by 2050. She also noted that climate action is a collective responsibility, highlighting the importance of collaboration across sectors.
Enhancing research capabilities
Dr. Mohammed Abdullah Al-Ali, CEO of TRENDS Research and Advisory, expressed enthusiasm about the agreement, stating the organization’s pleasure in partnering with the UAE Prime Minister’s Office during the Annual Meeting of the Global Future Councils. He highlighted that TRENDS utilizes its researchers and resources to deliver valuable content that empowers specialists and organizations in achieving their objectives through scientific research and data. He noted that this agreement would enable TRENDS to contribute to We the UAE 2031 by providing research and insights on various strategic matters and policies.
Furthermore, Dr. Al-Ali remarked on TRENDS’ commitment to enhancing the skills of young Emirati researchers, recognizing them as the architects and leaders of the future.

Informed decision-making
Stephan Mergenthaler, head of Strategic Intelligence at the World Economic Forum, stated that this partnership illustrates a dedication to incorporating significant regional perspectives into the global discourse, facilitating more informed decision-making. He emphasized that integrating insights from prominent UAE think tanks into the Forum’s Strategic Intelligence platform enriches the understanding of critical trends and enables thorough analysis.
Establishing strategic councils
In addition to launching the We the UAE 2031 Strategic Intelligence platform at AMGFC24, the UAE Government established eight UAE Strategic Intelligence Councils in collaboration with the Global Future Councils. These councils will gather government leaders and experts from the Global Future Councils network alongside business leaders to further the objectives of the We the UAE 2031 vision.
