The Saudi Ministry of Human Resources and Social Development (MHRSD) achieved financial revenues worth 34.71 billion riyals in 2021. The expatriate fee (financial compensation) constitutes a lion’s share of this, amounting to 26.86 billion riyals.

According to a report, the ministry received about 20 billion riyals as financial revenues, or 600 riyals per foreign worker, while the revenues from the expatriate fee received by the ministry reached 6.86 billion riyals calculated at 800 riyals per expat.  

The total proceeds from the expatriate fees received by the Human Resources Development Fund (HADAF) amounted to 6.64 billion riyals (200 riyals per month), with 6.554 million riyals from work permits (100 riyals annually), and 41.8 million riyals from temporary work entry visas (1,000 riyals annually).

The Fund also received the proceeds from fines imposed on private sector establishments for violations of Labor Laws and that amounted to about 581 million riyals, in addition to about 38.2 million riyals in terms of fines slapped for the failure of implementing the Nitaqat Saudization program.
