The initiation of this phase is part of the ministries’ endeavors to create stable and rewarding job opportunities for both male and female citizens, while also increasing their participation in the job market.

The Ministry of Human Resources and Social Development has specified the professions targeted in the second phase, which include Flight Attendants with a 60 percent focus and Fixed-Wing Pilots with a 70 percent emphasis. Individuals working in these aviation occupations are required to obtain a professional accreditation certificate from the General Authority of Civil Aviation (GACA).

The Ministry of Transport and Logistics Services has affirmed its dedication to overseeing the execution of the second phase. The objective is to empower private sector establishments by providing extensive support and employment programs through the Human Resources and Social Development system. Also, this assistance aims to facilitate the recruitment and attraction of domestic talent.

To provide guidance on the decision and its implementation process, as well as the support and employment programs available to private sector organizations, the Ministry has issued a procedural guide that outlines all the relevant aspects.
