U.S. President Donald Trump announced on Wednesday a 10 percent baseline tax on imports from all countries and higher tariff rates on several other nations that run trade surpluses with the United States. Trump’s sweeping tariffs will go into effect on April 5, and his reciprocal tariffs will hit on April 9 on new imports of foreign-made goods.

“It’s our declaration of independence,” Trump said at an event at the White House.

The president noted that the tariffs would force other countries to lower their own rates on U.S. goods and services, creating a more balanced economic playing field for U.S. exports and a strong incentive for companies to manufacture goods such as cars inside the U.S. to avoid paying the tax.

Canada and Mexico, the two largest U.S. trading partners, already face 25 percent tariffs on many goods and will not face additional levies from Wednesday’s announcement. But what are the countries included in Trump’s new “Liberation Day” tariffs?

Trump removes “de minimis” tariff exemption

Following his remarks on global tariffs, Trump signed an executive order that closes a trade loophole known as “de minimus” that allowed low-value packages from China and Hong Kong to enter the U.S. free of duties. Trump signed the order, which takes effect on May 2, at the Rose Garden of the White House.

The White House said the move came after Commerce Secretary Howard Lutnick certified “adequate systems are in place to collect tariff revenue” on the shipments. It added that imported goods from China and Hong Kong sent outside the international postal network and valued at or under $800 would now be subject to all applicable duties.
